TRAINING PROGRAMMES
The policy of the NCCT
is to arrange for organisation of training programmes in accordance
with the actual requirements of the user organisations. Yearly
calendar of training programmes is prepared by each RICM/ICM well in
advance and placed before the Programme Advisory Committee headed by
the Registrar of Cooperative Societies of concerned state in case of
VAMNICOM, the programme Advisory Committee is headed by the
Director, VAMNICOM. The Management Committee of each Institute
approves the calendar of programmes. The Principals' Conference
organised by NCCT from time to time also provides necessary input to
shape the programmes according to the needs of user organisations.
1.
VAMNICOM, Pune
VAMNICOM, Pune is a
premier management institute for the cooperative sector. It stirves to
facilitate the development of human resources in the cooperative sector
in India. The following programmes are conducted by VAMNICOM.
i)
PGDM
Two years Post Graduate Diploma in Management (Agri-Business)
was introduced in the year 1993-94. The objective of the Course is to
equip the participants with necessary knowledge, skills and attitude
required to manage a cooperative enterprise. All India Council for
Technical Education has recognized this Diploma.
It also enjoys accredition from the
Institute of Chartered Financial Analysts of India. The PGDM Programme
of the National Institute has been re-structured during the year
2004-2005 in consultation with Institute of Rural Management, Anand
(IRMA) to align with the current & future requirements of the
Cooperatives and the Industries.
ii)
DCBM

weeks Diploma Course Cooperative Business Management (DCBM) was
introduced in the Institute since inception. The course has been
designed for in-service senior level personnel working in cooperative
organisations and departments. This Diploma Programme is recognized by
the Ministry of Education, Govt. of India, for recruitment to senior
positions.
iii)
Management Development Programmes
A variety of
Management Development Programmes and seminars for different sectors
like, Cooperative Law, Marketing, Credit, Banking, Dairy, Agriculture,
IT etc. and on current issues such as global warming, energy
conservation, Corporate governance, IT security, micro finance, emerging
issues in leadership, E-business etc. are organised by the Institute.
It also organizes faculty development programmes for the faculty of
RICMs/ICMs.
iv)
Research and Consultancy
The VAMNICOM is a
major center for research and it also provides consultancy services to
the users. It is recognized by different universities for undertaking
research in various aspects of Management. The research and consultancy
services of VAMNICOM are availed by Planning Commission, State
Government & Member of Cooperative organizations.

RICMS AND ICMS
The
training plans of the Council are also implemented through Five Regional
Institutes of Cooperative Management at Bangalore, Chandigarh,
Gandhinagar, Kalyani and Patna and fourteen Institutes of Cooperative
Management located in other states of the country. Tamil Nadu,
Maharashtra and Kerala have two Institutes each. The Regional
Institute, Chandigarh caters to the training needs of the cooperative
departments and organisations in Chandigarh, Punjab, J&K, Delhi and
Himachal Pradesh. All RICMs/ICMs conduct at least one Higher Diploma in
Cooperative Management, sectoral diploma programmes and various
management development programmes every year.
i) Higher Diploma in
Cooperative Management (HDCM).
Higher Diploma in
Cooperative Management is organised on regular basis by each RICM/ICM.
ii)
Higher Diploma in Cooperative Management (Correspondence)
For the benefit of
such cooperative institutions/departments, which are not in a position
to sponsor candidates to regular HDCM course due to shortage of
manpower at their disposal, the HDCM (Correspondence) course was
introduced at RICM, Chandigarh and ICM, Dehradun, Nagpur and Pune.
iii)
Sectoral Diploma and Short Term Programmes.
In
addition to the Higher Diploma in Cooperative Management, RICMs/ICMs
also organise Sectoral Diploma Programmes to meet the needs of various
sectors of the cooperative movement. These sectoral diploma programmes
are organised in the area of Cooperative Banking, Urban Cooperative
Banking, Agriculture Rural Development Banking (A.R.D.B), Cooperative
Marketing, Cooperative Audit, Consumer Cooperative, Industrial
Cooperative, Handloom Cooperative, Cooperative Marketing & Processing,
and Computer etc.
Short Term
Programmes –
The Institutes also organize Short Term Programmes for different
functionaries covering every sector of the cooperative movement.
The programmes include: - General Cooperative Management, Cooperative
Credit and Banking, Urban Cooperative Banking, Long Term Finance,
Cooperative Marketing and Processing, Consumer Cooperative Management,
Industrial Cooperative Management, Handloom Cooperatives Management,
Cooperative Accounts and Audit Cooperative Law and Allied Laws,
Cooperative Education and Training, etc. Other areas include,
Dairy, Leadership
Development, Housing, LAMPS/ PACS, Women Cooperatives, Agriculture
Insurance, Recovery Management, Management of Self Help Groups, Labour
Cooperatives, Agri-Clinic and Agri-Business, Agricultural Extension,
Arbitration and Liquidation, Project Appraisal, Legal Aspects,
Horticulture Cooperatives, Sugarcane Cooperatives, irrigation
Cooperatives, Investment Portfolios Management, IT applications,
Motivation, Behavior Modification, Personality Development, Managerial
Excellence, Capacity Building Programme.
iv) Management Training for Industrial
Cooperatives.
The scheme for the
management training for the personnel of industrial cooperatives
was financed by the Ministry of Industry, Department of ARI/SSI. The
basic objective of the scheme is to train the personnel of industrial
cooperatives so that they can run the Industrial Cooperatives as
viable enterprises. The Ministry of Industries had discontinued
funding for the Industrial Schemes in the recent years. However, the
RICMs/ICMs are conducting the programme on Industrial Cooperative
Management as per demand from the user organizations.
v) Management Training for
Handloom Cooperatives
The scheme for
training of personnel in management of handloom cooperatives was
introduced in 1979, financed by the Ministry of Textile, Govt. of
India. As such the Diploma programme in Handloom Cooperative Management
of 12 weeks duration is targeted to train secretaries and managers of
primary handloom cooperatives, functional managers and personnel in
supervising cadres in State and Central Handloom Societies as well as
concerned persons in cooperation and other related departments. The
Ministry of Textiles, Government of India had discontinued the funding.
However, the RICMs/ICMs are conducting the programme on Cooperative
Management as per demand from the user organizations.
Computer Centre
Each RICM/ICM has
well equipped computer center, which is used to
organise Diploma and short term training programmes in computer
applications for the personnel working in the cooperative sector. The
computer centres are also utilised for teaching the subject of MIS
(Computer) in the Higher Diploma in Cooperative Management and other
Sectoral Diploma Programmes. Apart from the above computer center is
also utilized for the professional programmes like MBA, PGDM and MCA
etc.
Collaboration with
National/International Organisations
To ensure high
standards in cooperative training, the Council collaborate with national
and international organisations concerned for Human Resource
Development.
Vaikunth Mehta
National Institute of Cooperative Management and RICMs/ICMs organised
various training programmes in collaboration with different
International/National level cooperative organisations such as ILO, NICD,
Polgola (Sri Lanka) SHDI, Addis Ababa (Ethiopia) IFFCO, KRIBHCO, NCCE,
NCUI, NDDB, NFLC, FISHCOFED, IIFB, BIRD, NABARD, IFFDC, NIAM, MANAGE,
NAFCUB etc.. In addition to this, collaborations are also made with
concerned State Govt. Departments/State/Distt. Cooperative Federation
etc.
Programmes organised
in North-East Region and Sikkim
Government of
India is giving special emphasis on speedy socio-economic development of
North- Eastern states and Sikkim. A Non-lapsable pool of central
resources has been created by the Ministry of Finance for funding
specific projects of these states and most of the ministries/departments
of Government of India have been asked to earmark 10% of their budget
allocations for specific programmes. A package of schemes/programmes
was announced in the Conference of Governers and Chief Ministers of
North-Eastern States on 21st and 22nd January, 2001. Two Institutes of
Cooperative Management at Guwahati & Imphal are functioning to cater to
the training needs of the whole of North-Eastern Region. A Cell headed
by Joint Director has been established in NCCT Headquarter to monitor
the physical and financial progress in North-Eastern states.
The Training
Programmes conducted in NER include vocational programmes, such as
tailoring, embroidery and knitting for women Self Help Groups. Several
other short term programmes on health nutrition, fruits and vegetable
preservation, leadership development programme, BDP, AIDS awareness
programmes etc.
